
For years, Supreme Audit Institutions (SAIs) of ASEAN member states have actively participated in initiatives led by INTOSAI and ASOSAI to build institutional frameworks and strengthen their capacity. As the responsibilities of ASEAN SAIs continue to expand, the need arose for a dedicated forum to foster technical cooperation in public sector auditing. This forum would facilitate the exchange of information, best practices, and lessons learned while addressing shared challenges within the ASEAN region. In response, the ten SAIs of ASEAN member states established the ASEAN Supreme Audit Institutions (ASEANSAI).
ASEANSAI was officially founded on 16 November 2011 in Bali, Indonesia, with a mission to promote and uphold good governance across the ASEAN region. Its core focus lies in enhancing the capacity of ASEAN SAIs and facilitating technical cooperation on significant and common audit-related issues.
The establishment of ASEANSAI aligns with ASEAN’s commitment to realizing the ASEAN Community Vision 2025, which upholds the principle of good governance as outlined in the Preamble of the ASEAN Charter. Achieving this vision requires closer and more effective collaboration among ASEAN SAIs. As an independent partner of ASEAN, ASEANSAI plays a vital role in strengthening good governance, ultimately contributing to better government and fostering a united, inclusive, and resilient ASEAN Community. Recognizing its significance, ASEAN officially acknowledged ASEANSAI as an associated entity in February 2013.
Within ASEANSAI, the Assembly serves as the highest decision-making body. The Executive Committee, comprising the Chairperson and Vice Chairperson, is responsible for providing recommendations, overseeing implementation, and monitoring policies set by the Assembly. Supporting this structure are four committees—the Training Committee, Strategic Planning Committee, Rules and Procedures Committee, and Knowledge Sharing Committee—along with a dedicated Secretariat, all working to implement the Assembly’s decisions in alignment with ASEANSAI’s Strategic Goals and Objectives. The Executive Committee is further supported in its functions by the ASEANSAI Secretariat.
During the 7th ASEANSAI Summit, held from 1 to 3 November 2023, the ASEANSAI Chairmanship transitioned from SAI Myanmar to SAI Philippines. With this handover, SAI Philippines assumed the role of Chairperson, while SAI Singapore took on the Vice Chairperson position, leading the organization for the 2023–2025 period.
